Serves 4

1 tablespoon fermented black beans
2 tablespoons plus 1 cup sake
1½ teaspoons Chinese oyster sauce
1½ teaspoons soy sauce
½ teaspoon sugar
1 small clove garlic, finely minced
1½ pounds halibut fillets, in 4 equal pieces
2 tablespoons peanut oil
¼ cup finely slivered fresh ginger
2 scallions, all but about an inch of green trimmed, finely slivered
1 tablespoon nuoc mam (Vietnamese fish sauce)
4 fresh cilantro sprigs

Crush the black beans in a mortar or with the flat side of a cleaver. Mix them in a small bowl with the 2 tablespoons sake, the oyster sauce, soy sauce, sugar and garlic. Place the halibut in a ceramic or glass dish and coat the pieces with the black bean mixture. Heat the oil in a small skillet and fry the ginger and scallions until they are crispy. Drain on paper towels. Shortly before serving, place the remaining cup of sake in the bottom of a steamer. Place the coated fish in the steamer, cover and steam until just cooked through, about 5 minutes. Place each portion of fish in a shallow soup plate and top with the fried ginger and scallions. Strain the sake from the steamer, stir in the fish sauce and spoon some of this broth around the fish. Garnish each portion with a sprig of cilantro and serve at once.
